Cities and counties have ordinances restricting the numbers and types of animals that can be kept on a property. For example the following are excerpts from the Riverside County Ordinances.
Riverside County Ordinance 348
Zone RA:
Residential Agricultural
The noncommercial keeping of horses, cattle, sheep, and goats on lots or parcels
over 20,000 square feet in area
and 100 feet in width, provided they are kept, fed and maintained
not less than 50 feet from any residence
existing at the time such use is established. Two such animals may be kept on each 20,000 square feet up to one acre and two such animals for each additional acre.
Zone R3:
General Residential
If a lot is
two acres or more in area
, two sheep or goats or combination thereof may be kept in addition thereto provided they are kept not less than 100 feet from any street, 20 feet from any property line and
50 feet from any residence

Fencing must be a minimum of four feet high and must be secure from animals (e.g., coyotes, stray dogs) digging under the fence or the goats slipping through gaps in the fence. It must be able to withstand a 75-100 pound animal rubbing against it every day. For example: horse fence is good, chain link is not.

Goats need secure shelter from the rains. My goats have access to large and extra large dogloos.
This works well for sunny southern California.
Standard issue dog houses will not hold up, they will break the vents by jumping on them or knock the pieces apart while they play. They also have access to large shady areas at all times of the day.

MILKING FAQ:
Does must be bred and have kids to produce milk.
That means that you must be prepared for the following:
1. Buck ownership or locate a friendly farm that will allow you to use their buck
2. Delivering kids, raising, weaning, and eventually selling them (this can get noisy)
3. It takes 4-5 years for does to reach the peak milking potential.
